Karnataka State Jamia Millia a Minority autonomous Un-Aided Madrasa Non-FormalEducation which has been established by Government of Karnataka Societies Registration Act, 1960 (Act No : 17 of 1960), It is a linguistic Minority Educational Institution formed under Article 29 & 30 of Constitution of India for promoting Minority education across the country, it is an ISO 9001:2015 Certified Institution,. Karnataka State Jamia Millia is an autonomous body which is established for development of education under the guidelines of National Education Policy 1986,

The object of the KSJM is to Modernized Madrasa Education from Non Formal Education to Formal Education, which includes promotion of the Technical and Vocational education at Madrasa . KSJM promote subjects of Science, Arts, Commerce, Literature and conducting Adeeb-e-Kamil, Adeeb-e-Fazil, Diploma, PG Diploma, Adeeb (High school) & Adeeb-e-Mahir(Intermediate) & Certificate courses examinations through the medium of Urdu, English, Hindi, Kannada & or other Regional Languages. KSJM conduct various industry oriented program and seminars in interaction and association, the Institution offers various memberships, like Donor, Fellow, Corporate Institutional and students membership. The existence of Council is solely for educational purpose, purely Non-Government, Non-Profit, & Self-Financed Organization.

The request received from the Private companies or Individuals for granting equivalence to diploma courses for employment purpose is left to the employers whereas for academic purpose it may left to the institutions where the admission for higher studies are taken. Candidates willing to take admission in the programs of the council should read and clearly understand all the rules and regulations before taking the students membership and KSJM courses examinations.

The KSJM has ventured to conduct the on demand system of Examinations for the drop out and failed candidates With the help of this process of examination the students will get more opportunities to join for the different Higher Education Courses. Our program which is totally autonomous the student after the successful completion can get a job in any organization. If the organization so decides on students who, the student are free to opt for higher education if the institutions want to confer admission.

To propagate and expansion of National Language as well as Regional Languages of all the states in India and to educate the people by giving them Job oriented education equivalent to Degree Courses through Distance/Part Time/ Traditional Education methods. Purpose of the Board is to helping others to do the research work and promoting the same for propagation and development of distance education on the pattern of Non-Formal/Regular/Private/Open continuing & Distance Education System, In spite of the above, the institution has continuously been putting its best efforts to get the recognition from MHRD which will entitle the aspirant to complete for Government jobs, Moreover the KSJM is also trying to get the approval from all the state Government to enable the student to become eligible for Government jobs at state level.

Karnataka State Jamia MIllia is fulfils the aims of vocational & educational right of India Constitution 1950 under Article 14, 15,19(1)(g),21,26,29,30,45,46 & 351 Under Human Rights Protection Act, 1993, KSJM is autonomous Un-Aided Madrasa Under Human Rights Protection Act, 1993 autonomous bodies have been given special protection & consideration. .It has been constituted to regulate non formal Primary, Middle, Adeeb-e-Kamil, Adeeb-e-Fazil,Diploma, PG Diploma, Adeeb (High school) & Adeeb-e-Mahir (Intermediate) & Certificate courses education and other vocational courses (Under Self Employment Education Scheme) in India with the help of educational experts to educate uneducated boys, girls, men and women to uplift the standards of literacy in India, So that they can serve society effectively and with dignity. Council may impart education with international techniques and with stress on

morally,mentally,physicallyandsocialpersonality.Ours is an autonomous body and all educational Boards/Universities/Councils are autonomous bodies & each Minority educational organization having discretionary powers. According to these powers every board /University (state govt. / central govt.) having the liberty and right to take own decision either to allow or refuse any admission / service. But we do our best to make success the non formal education programme. All the education programme run by the KSJM is KSJMs own autonomous education programme. Legality, Validity, Utility of the education programme is strict conformity with the constitution of India and law of the land under Article 19(1) G, 29 & 30.

As per the circular of the Ministry of Home Affairs, Govt. of India New Delhi Notification No 26/4/52 C C. Dated on 20/09/1952 issued in a consultation with the Union Public Service Commission That incase of Degree/ Diploma Awarded by Board/ University in India which are incorporated by an Act of central / State Legislature in India. No formal order recognition such Degree/ Diploma need be issued by Govt. Such Degree should be recognized automatically for the purpose of employment.

Letter issued by MHRD: It is informed that Ministry of Human Resources Development does not give recognition to education board, It is also informed that Ministry of HRD does not regulate the setting up of education boards

JUDGEMENT OF HONBLE SUPREME COURT

The Board/Council trustees/members has the constitutional right under Article 19 (1) (g) to pursue any profession or any occupation and running teaching institutes have been included as part of occupation as held by Hon’ble Supreme Court in T.M.A. Pai Foundation Vs. State of Karnataka (SC) 2003 (2) SCT 385. The relevant portion of the above said judgment is reproduced as under:-

Private education is one of the most dynamic and fastest growing segments of post-secondaryeducation at the turn of the twenty first century. A combination of unprecedented demand for access to higher education and the inability or unwillingness of government to provide the necessary support has brought private higher education to the forefront. Private institutions with a long history in many countries, are expanding in scope and number, and are becoming increasingly important in parts of the world that relied almost entirely on the public sector.

We wish our students Chapter should understand all the policies, rules and regulations of the Institutions before starting the activities; we hereby make it clear to one and all that.
